When an innocence project, whether in Spokane, Washington or Brussels, Belgium, contacts II with a case of wrongful conviction, II will investigate immediately. Once convinced of the factual innocence of the prisoner, II will utilize all its resources, such as speakers, lawyers, investigators, assisting the local innocence project and seeking the freedom of the wrongfully convicted.
Sitting on the board of Innocence International will be members of the many innocence projects around the world, such as Jim McClosky of Centurion Ministries and Stephen Bright of the Southern Center for human Rights.

Dr. Carter is involved in all aspects of the operations of Innocence International: from screening many of the letters from prisoners who have been wrongfully convicted, their families, their lawyers, and correspondence from different innocence projects around the world.
Twenty years in prison has taught Dr. Carter the many tell-tale signs which can indicate wrongful conviction. They are:
- Jailhouse snitches
- Absense of hard evidence
- Cross cultural indentifcation (e.g. a white person identifying a black person)
- Ineffective assistance of counsel false or retracted confession
- Changing testimony of witnesses after confering with the police
- Inconsistant police reports and notes
